Jorge Luis Romeu, Professor and Researcher 
Jorge Luis
Romeu is an
Academic, a Researcher and an International Educator. He is a Senior Specialist in the Fulbright
Specialist Program,
an Emeritus
Faculty of SUNY and an Adjunct Professor of Quality Engineering, Industrial Statistics
and Operations Research, with the Department of Mechanical and Aerospace Engineering, Syracuse
University, where he teaches graduate industrial statistics, and quality engineering courses.
Romeu was, from 2003 to 2019, a Syracuse University Research Professor, where he wrote many
proposals to NSF and other organizations, and obtained a research assignment (2007-2008) with the
Rome Air Force Research Lab, working in Design of Experiments.
Romeu was, from 1985 to 1998, an Associate Professor of Statistics and Computers, with the
Mathematics Department of SUNY Cortland,
retiring in December of 1998. In 2011-2012 Romeu also worked as Sponsored Research Specialist
for the SUNY Institute of Technology (SUNYIT, renamed SUNY Polytechnic Institute), in Utica NY.
There he taught, from 2012 to 2017, graduate and undergraduate optimization modeling courses.
Before and after working as a SUNY Cortland faculty, Romeu was (1982-85 and 1998-2006), at its
Rome NY Campus, a Senior Research Engineer with IITRI, the Illinois Institute
of Technology Research Institute, and its successor, ALION Sciences. There, he worked as senior
researcher and statistician for the Reliability Analysis Center (RAC/RIAC), the Data and Analysis
Center for Software (DACS), and the Advanced Materials Analysis Center (AMPTIAC), where he honed his
quality and reliability expertise. Romeu continued working as statistician in these IAC Centers, under
the different organizations that managed them. It was at the RAC, DACS, and AMPTIAC, that his technical
tutorials were written. These IACs tutorials are currently consolidated into the DSIAC data base.
Romeu is also an independent industrial statistics, quality and reliability Consultant, and
teaches international short courses for practicing engineers. From 2007 to 2015,
Romeu was a Senior Science Advisor with QSI, a consulting group that operated
the Reliability Information Analysis Center/RAC, which is currently part of the
Defense Systems Information and Analysis Center (DSIAC).
Romeu is also involved in International Education. He created and directs the
Juarez-Lincoln-Marti and its
Quality, Reliability & Continuous Improvement Inst. Web Page:
QR&CII, two International
Education Projects. He has been a Speaker Specialist for the Fulbright Roster Program since 2003,
having developed assignments in Xalapa, Mexico (2003), Santo Domingo, DR (twice in 2004) and Quito,
Ecuador (2007). Romeu is also a writer and Journalist, involved in
Cuban Affairs and in
Freemasonry.
Romeu holds MS and Ph.D. degrees in Operations Research from Syracuse University
(1982 and 1991), and a Mathematical Statistics degree from the University of Havana, Cuba
(1973). Romeu is a Chartered Statistician Fellow of the Royal Statistical Society (RSS), a
Fellow of the Institute of Statisticians (IOS), and a Full Member of the Operations Research
Society of America (ORSA). He is a member of the American Statistical Association (ASA),
and a Senior Member of the American Society for Quality (ASQ), past Chair of its Syracuse
Section, and currently Director of Region II (Upstate New York and Pennsylvania).
Romeu holds ASQ Quality and Reliability certifications, and the RSS and IOS
professional statistician accreditations. A selection of his technical papers can also
