Special Config settings - Remove M5 from <BackupServer> and so M4 is at the top

DH - Default Handler
FS - File Save
AS - Address Server
Comm - SocketCommunication
Rep - Repository Server

Data - DataAnalysis
Rad - Radar.exe
Con - Console.exe
(top) - same folder as MatrixManager.exe - above plugin
(Rep) - Repository Folder

Procedure
---------

1. Shutdown M1 - Data should come up on M5
2. Shutdown M2 - No Address Server
3. Shutdown M5 - Address Server Required - Comes up on M4 along with Data
