1. Replace all old logger references with references to Singleton Logger.
   - convert most of the std::cout writes to logger statements
2. Provide logger wrapper with queue and thread to make logging asynchronous.
3. Add retry wrapper for file handling.
4. Write tests for single-user test harness in TestUtilities (not yet included here).
5. Write DllWrapper for tests.
6. Convert Message class to use Properties
6. Rewrite Sockets test stub.
